【Original Aspiration and Mission】To provide one-stop solutions for all Chinese enterprises investing in Uganda;

【Vision】To eliminate information barriers between Uganda and China and deepen the comprehensive strategic cooperation between China and Uganda in economic and industrial sectors.

The China-Uganda Economic and Industrial Development Association is a legally registered chamber of commerce in Uganda. Leveraging the political and business connections with the Ugandan president, it provides services to all Chinese companies and investors investing in Uganda. The current president is Mr. Alvin (Zheng Boyuan), and the executive president is Mr. Guo Xu.

I. Organizational Positioning: A “Super Connector” for China-Uganda Economic and Trade Cooperation As a non-profit hub connecting the governments and enterprises of China and Uganda, the Association deeply responds to the “Belt and Road” initiative and Uganda’s “BUY UGANDA, BUILD UGANDA” development strategy, operating under a model of “government endorsement, enterprise leadership, and professional services.” Its core positioning is reflected in three roles:

1. Policy Translator: Liaising with the Uganda Investment Authority, the Ministry of Trade and Industry, and other departments to translate detailed policies on tax incentives, land approvals, etc.

2. Resource Integrator: Linking leading Chinese enterprises (such as Tiantang Group) with Ugandan industry associations to build a cooperative network covering the entire industrial chain;

3. Risk Buffer: Relying on bilateral government oversight mechanisms, providing enterprises with guidance on compliant operations.

II. Core Services: Practical Implementation of One-Stop Solutions

Around the mission of "full life-cycle investment support," four service matrices are formed:

(I) Pre-Investment Research Services

• Publish the "White Paper on Key Industries Investment in Uganda," covering advantageous sectors such as agricultural processing (rice and coffee accounting for over 30%), textiles, and steel;

• Organize on-site inspection teams to connect with mature platforms such as the Mbale Industrial Park (65 kilometers from the Kenyan border, radiating the East African market).

(II) Landing Support Services

• Administrative Services: "Full-process agency" for business registration, environmental impact assessment approvals, etc., shortening the landing cycle by more than 50%;

• Infrastructure Support: Coordinating access to electricity and water resources (e.g., full coverage of high-voltage lines in the Mbale Industrial Park) and logistics channels (connecting to the Mombasa Port railway network);

• Talent Support: Collaborating with the Luban Workshop Training Academy to provide skills training in areas such as fitter work and CNC machining.

(III) Operational Empowerment Services

• Supply Chain Integration: Facilitating collaboration among enterprises in the park (e.g., joint support between steel and building materials companies), having cultivated a cluster of over 70 enterprises;

• Market Expansion: Organizing participation in Ugandan trade fairs to promote "Made in Uganda" products into the Chinese supply chain.

(IV) Risk Control Services

• Legal Support: Providing labor law and tax compliance consultation in conjunction with Chinese and Ugandan law firms;

• Public Opinion Monitoring: Real-time updates on policy changes (e.g., adjustments to preferential agreements by the Ugandan Ministry of Finance).

III. Information Sharing: A Three-Dimensional Path to Break Down Barriers

1. Online Information Hub: Establish a bilingual platform to release investment updates and policy interpretations (such as the latest tax relief policies approved by the President);

2. Offline Dialogue Mechanism: Hold annual China-Uzbekistan industry matchmaking meetings, facilitating production agreements for four companies, including United Steel, by 2025;

3. Data Sharing System: Integrate core data from Uzbekistan, such as agricultural output and labor costs, to provide a basis for enterprise decision-making.

IV. Value Vision: Building a Deeply Symbiotic Cooperation Ecosystem

Promoting the realization of the vision through "Three Deepenings":

• Deepening Policy Coordination: Promote the signing of a memorandum of understanding on industrial cooperation between China and Uzbekistan, replicating the "one-stop approval" model of the Mbale Industrial Park;

• Deepening Production Capacity Integration: Focus on sectors such as home appliances and pharmaceuticals, aiming to cultivate 10 industrial clusters worth 10 billion yuan each within three years;

• Deepening Livelihood Connections: Drawing on the experience of Luban Workshop, plan to train 20,000 local skilled workers within five years, ensuring that the fruits of cooperation benefit people's livelihoods.

As Ugandan President Museveni said, "Chinese investors are helping to change Uganda," and the Federation is putting this expectation into practice with concrete actions, becoming a vivid embodiment of the China-Uganda community with a shared future.
