Title: Strategic Partnership Forged Between Sino Plaza and China Oil HBP Uganda Subsidiary

Subtitle: Collaborating in Visa Services, Car Rental, and Logistics to Strengthen Belt and Road Overseas Ecosystem

Recently, Sino Plaza Business Center LTD ("Sino Plaza"), a professional service provider specializing in cross-border business solutions, officially signed a strategic cooperation agreement with the Ugandan subsidiary of China Oil HBP Technology Co., Ltd. ("China Oil HBP Uganda"). Based on the principles of complementary advantages and resource sharing, the two parties will conduct in-depth cooperation in key areas including visa processing, car rental, and transportation logistics, aiming to enhance the operational efficiency of China Oil HBP's projects in Uganda and East Africa, and jointly build a comprehensive overseas service ecosystem.

I. Cooperation Background: Aligning with the Belt and Road, Deepening African Market Presence

As an international integrated solution provider for oil and gas resource development and utilization, China Oil HBP established its Ugandan subsidiary in 2022 with a total investment of 4 million US dollars, focusing on ecological protection and environmental governance businesses. The company has successfully completed key projects such as non-condensable gas process transformation, emerging as an important pillar of China-Uganda economic and trade cooperation. With the expansion of its business in the East African market, there is an increasing demand for cross-border travel support, localized vehicle services, and efficient logistics solutions.

Sino Plaza excels in cross-border business services, adhering to the core values of "Efficient Collaboration, Professional Empowerment". The company has built an integrated service system covering "travel guarantee, enterprise establishment, and compliant operation". Its visa services include full-process support for business visas, work visas, and other types of visas for global destinations. With strong capabilities in vehicle rental and logistics resource integration tailored to African market characteristics, Sino Plaza's service portfolio highly matches China Oil HBP's overseas operational needs. This cooperation not only practices the national "Belt and Road" initiative but also seizes the market opportunities brought by Uganda's growing demand for service vehicles and accelerated infrastructure development.

II. Core Cooperation Areas: Building a Full-Chain Service System

1. Integrated Visa Processing Services

Sino Plaza will provide customized visa solutions for China Oil HBP Uganda, covering document preparation, policy consultation, and application agency for business visas, work visas, and other categories. Leveraging its precise grasp of Ugandan visa policies and high approval rate, Sino Plaza will significantly shorten the processing cycle for project personnel's entry and exit, providing efficient support for the rotation of technical teams and business exchanges, and addressing the core pain points of cross-border travel.

2. Localized Customized Car Rental Services

In response to Uganda's complex road conditions (especially the need for 4×4 off-road vehicles in rural areas) and the fragmented local car rental market, Sino Plaza will integrate high-quality vehicle resources to provide professional rental services for China Oil HBP, including engineering vehicles and commuter vehicles. The services will cover value-added contents such as vehicle maintenance, off-road insurance, and international driving license support, ensuring compliance with local regulations such as left-hand driving and speed limits in Uganda, and meeting the dual needs of on-site operations for oil and gas projects and urban commuting.

3. Efficient Collaborative Transportation and Logistics Network

Combining the material transportation needs of China Oil HBP's environmental protection projects in Uganda, the two parties will jointly build a logistics network covering key cities such as Kampala, Jinja, and project sites. Sino Plaza will leverage local resource advantages to optimize land transportation routes, address logistics challenges such as urban congestion and potholed rural roads, and provide integrated services including customs clearance coordination and warehousing support. This will reduce the cost and time loss of project material transportation, ensuring the smooth progress of projects such as non-condensable gas process transformation.

III. Strategic Value: Empowering Overseas Operations, Expanding Cooperation Horizons

A representative from China Oil HBP Uganda stated that this cooperation is a key initiative to deepen localized operations. Sino Plaza's professional services will effectively address the core operational pain points of overseas projects such as travel, transportation, and logistics, enabling the company to focus on core businesses and enhance competitiveness in the East African market. As an important carrier for Changsha State-owned Assets to implement the "Belt and Road" initiative, China Oil HBP will take this cooperation as an opportunity to further expand its business layout in Africa.

The CEO of Sino Plaza emphasized that relying on the company's experienced team and resource accumulation in cross-border business services, it will provide "customized, full-process, and high-guarantee" support for China Oil HBP. This cooperation not only represents the complementary integration of the two parties' businesses but also sets an example for Chinese enterprises to jointly develop the African market. In the future, the cooperation is expected to extend to more areas such as company registration and financial consulting, building a comprehensive overseas service ecosystem.

It is reported that as an important economy in East Africa, Uganda has continuously increased investment in infrastructure construction in recent years, with a steady growth in demand for service vehicles. The government has also introduced preferential policies such as tax reductions and subsidies to support the development of related industries. This cooperation between Sino Plaza and China Oil HBP will fully leverage local market opportunities to achieve mutual benefit and win-win results, injecting new vitality into China-Uganda economic and trade cooperation
